We envision development occurring in two phases.

Phase One of the River District Master Plan focuses on ground-up construction, putting infrastructure in place, allowing for place-making in early years, and the strategic use of existing site infrastructure.

Phase Two of the River District Master Plan focuses on expanding and enhancing the business of gathering through numerous channels, including entertainment, residences, arts and culture, retail food and beverage, street-front shops, and public spaces.
